About the book...

This book enlightens the reader as to how the financial sector in the UK operates fraud databases to help combat fraud and explains the phenomenon of ‘debanking’. It considers the unique confluence of necessity, a flexible regulatory framework, and recent history of collaboration that now places fraud databases and data-sharing at the heart of the UK’s multi-agency counter-fraud strategy. It offers a practical slant to the theory behind the secretive counter-fraud and money-laundering investigation techniques, technology, and practices employed by financial organisations to disrupt fraud and money laundering. The work explains how and why the UK leads the world in this field, what progress is being made internationally to replicate these systems, and the legislative hurdles that need to be overcome to enable the level of data sharing required to make fraud databases operationally successful. It also explores the worrying trends and practices in the systems used which have adversely impacted on both innocent parties and the victims of fraud. Drawing on real-life examples, the book explores the benefits of transparency and whether the databases and the organisations that utilise them can better build fairness into their systems. It will be an invaluable resource for researchers, practitioners and policy-makers working in the areas of counter-fraud and anti-money laundering.

About the authors...

JEREMY ASHER

Jeremy Asher is a regulatory lawyer with over 25 years’ experience handling complex and high-profile cases. He is the first lawyer to specialise in the removal of CIFAS and other fraud markers wrongly applied by banks and financial institutions—issues that often lead to debanking, declined credit applications, business closures, and career loss. He also represents victims of Push Payment Fraud seeking compensation from banks, drawing on his expertise in criminal investigations, data protection, and banking law.

Previously, Jeremy built and led the Fraud & Business Crime Team at a top-100 UK law firm, earning a top-tier Legal 500 ranking for five consecutive years. He has defended businesses, directors, and professionals in cases brought by the SFO, CPS, HMRC, and other regulators, and secured over 500 successful criminal prosecutions for government bodies and private clients. Many of his cases have received national media coverage and resulted in significant sentences and asset recovery.

In addition to financial crime work, Jeremy has extensive experience in alcohol and entertainment licensing law, acting for both local authorities and private clients in contentious and non-contentious matters. A prolific writer and commentator, he regularly shares insights on LinkedIn and is a member of the South West Fraud Forum and the Private Prosecutors’ Association.
