Paul’s close friend Robert Dellner and his late wife Maureen Oats will share reflections on Paul’s journey, his courageous stand as the HBOS whistleblower and the enduring relevance of his message about integrity and accountability in the financial system.
This session will explore Paul’s impact on banking reform, the human story behind his whistleblowing, and the lessons his work continues to offer today.

PAUL MOORE
Paul Russell Moore (30 October 1958 – 28 September 2020) was a British banking manager and whistleblower best known for exposing the excessive risk-taking culture at HBOS, where he served as Head of Group Regulatory Risk. He was dismissed in 2004 after warning the bank’s leadership about dangerous sales practices and unsustainable growth. Following the 2008 financial crisis, he gave evidence to the UK Treasury Select Committee, bringing national attention to governance failures in major banks. Moore went on to found a risk consultancy and became an outspoken advocate for ethics and accountability in finance. He was also the author of Crash Bank Wallop, a candid account of his experiences inside HBOS and his fight to reform the financial system.
